Fully unleash the potential of technology to empower industries

The integration of the two is not only an inherent requirement for cultivating new productive forces, but also an important foundation for supporting the development of new productive forces.
Currently, a new round of technological revolution and industrial transformation is accelerating, the iteration speed of cutting-edge technologies continues to accelerate, and the transformation of industrial structure is advancing in depth. New industries, new business forms, and new models are constantly emerging, providing vast space for the cultivation of new productive forces. The deep integration of technological innovation and industrial innovation can precisely address the pain points and difficulties of the disconnection between scientific research and industry, guiding universities and research institutes to closely align with market demands and industrial shortcomings in core technology research, forcing the iterative optimization of scientific research layout, discipline construction, and talent cultivation system. At the same time, it can effectively open up the entire innovation chain, build a virtuous cycle of "technological innovation - achievement transformation - industrial upgrading - technological re-innovation", and continuously enhance the efficiency of the national innovation system.
Since the 18th National Congress of the Communist Party of China, China's science and technology industry has achieved leapfrog development, and its strength in scientific and technological innovation has continued to rise. However, there are still shortcomings in original innovation capabilities, with some key core technologies being subject to foreign control, and the potential of innovation to empower industrial development has not been fully unleashed. Based on the new stage of development and implementing the new development concept, we must unswervingly promote self-reliance and self-improvement in science and technology, facilitate precise matching and mutual empowerment between the supply of scientific and technological innovation and the demand for industrial upgrading, and use high-quality scientific and technological supply to strengthen the integrity, progressiveness, and safety of the industrial system, continuously shaping new competitive advantages for China's development.
To promote the deep integration of technological innovation and industrial innovation, we must leverage the "combined approach" of a proactive government and an effective market, remove institutional bottlenecks, and build a comprehensive and systematic innovation ecosystem. We should rely on the new nationwide system to strengthen the layout of national strategic scientific and technological forces, coordinate innovation resources from research institutes, universities, and leading technology enterprises, and establish a full-chain innovation system encompassing "basic research, technological breakthroughs, and industrial applications". Leveraging international science and technology innovation centers such as Beijing-Tianjin-Hebei, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area, we should coordinate regional innovation layouts, gather advantageous resources to build major science and technology innovation platforms and pilot test bases, and drive the transformation of innovative development from scattered breakthroughs to systematic leaps. At the same time, we should continue to deepen the reform of the scientific research system, break free from the constraints of the "four onlys" (only evaluating based on publications, only relying on foreign academic degrees, only valuing Nobel Prize winners, and only valuing those who have won the National Science Fund for Distinguished Young Scholars), optimize the management of scientific research funds, improve the classification evaluation mechanism, grant greater autonomy to scientific researchers, and fully unleash the innovative vitality of talents.
Enterprises are the main players in innovation and serve as a crucial hub connecting technology and industry. To activate the momentum for integrated development, we must firmly grasp the dominant position of enterprises in innovation and establish a collaborative innovation framework driven by demand and led by the market. We should improve the industry-university-research collaborative mechanism of "enterprises setting the problems, scientific research answering the questions, and the market grading the answers", promote the aggregation of high-quality innovation elements such as technology, talent, capital, and data towards enterprises, and support leading technology enterprises in taking the lead in forming innovation consortia and undertaking major scientific and technological research tasks. We should implement preferential policies for enterprises such as additional deduction for research and development expenses, expand the ranks of technology-based enterprises, and rely on technology finance and patient capital to solve the financing difficulties of small and medium-sized technology enterprises. Adhering to the principle of "application is king" and effectiveness-oriented, we should focus on tackling key common technologies and cutting-edge disruptive technologies in industrial shortcomings and weaknesses, and promote the transformation of industries towards intelligence, greenness, and high-end development.
The implementation of research outcomes serves as a touchstone for assessing the effectiveness of integration. To consolidate the foundation of integrated development, it is imperative to implement systematic strategies and precise efforts to overcome the "last mile" challenge in bringing scientific and technological achievements to fruition. We must focus on key areas such as integrated circuits, basic software, advanced materials, and industrial mother machines, pooling superior resources to tackle critical core technologies. We should continue to increase investment in basic research, deeply implement the "Artificial Intelligence Plus" initiative, and continuously produce more original and iconic scientific and technological achievements. We should deepen the reform of empowering job-related scientific and technological achievements, improve incentive policies for the first unit (set), first batch, and first version, deploy and construct platforms for concept verification and pilot transformation, and enhance intellectual property protection and market-oriented operation mechanisms. Simultaneously, we should optimize the regional innovation layout, strengthen central-local coordination and collaboration, encourage regions to cultivate characteristic industrial clusters based on their endowments, leverage high-level opening up to gather global innovation resources, and continuously improve innovation governance and foster an innovative culture.
