  According to a report by Beijing Daily,at the press conference held by the State Council Information Office on the morning of August 13, the Ministry of Ecology and Environment presented its achievements in comprehensively promoting the construction of a beautiful China. The PM2.5 concentration nationwide has decreased by 59% compared to 2013. Meanwhile, the draft of the "Ecological Environment Code" has been submitted for review, using the power of the law to guide green development.

1. Environmental quality reaches its best in history

• Air quality: By 2025, the national PM2.5 concentration will be reduced to 28 micrograms per cubic meter, with the proportion of heavy pollution days being only 0.9%, both of which are the best levels since monitoring began; the reduction in Beijing will reach 70%.
• Water environment: The proportion of excellent surface water bodies nationwide reached 91.4%, and the treatment rate of rural domestic sewage doubled to 55% compared to the end of the 13th Five-Year Plan period, with large areas of black and odorous water bodies basically eliminated.
• Low-carbon transition: The target for the proportion of non-fossil energy consumption has been raised to 25%, and the industrial sector has clearly set a peak for carbon emissions by 2030.

2. The top-level design framework has basically taken shape

• "1+1+N" system: with the "Opinions on Comprehensively Promoting the Construction of a Beautiful China" as the general guideline, the "15th Five-Year Plan for the Construction of a Beautiful China" as the support, and 23 sector-specific actions as the implementation points.
• Rule of law: The draft of the "Ecological Environment Code" has entered the review stage, which is the first law in the world named after "ecological environment code".
• Assessment and accountability: The "Assessment Measures for the Achievements of Building a Beautiful China" have been implemented, incorporating the assessment of construction achievements into the comprehensive evaluation of provincial-level party and government leadership teams for the first time.

3. Promoting green transformation and nationwide action simultaneously

• Industrial Path: Promote energy conservation and carbon reduction transformation in key industries such as steel and cement, and relocate high energy-consuming industries to areas rich in renewable energy.
• Beauty Demonstration: A total of 141 outstanding cases of beautiful rivers and lakes, and 43 outstanding cases of beautiful bays have been released, promoting the construction of beautiful cities and villages.
• Universal Participation: Six departments jointly issued the "Beautiful China Construction Universal Action Promotion Plan", setting out 15 measures in five major areas to guide the entire society towards a green lifestyle transformation.
