Jointly build a safety barrier for artificial intelligence

 The recent meeting of the Political Bureau of the CPC Central Committee, while deploying the development of new forms of intelligent economy, proposed to "improve the governance of artificial intelligence", reflecting the idea of emphasizing both development and regulation, which will further promote the healthy and orderly development of artificial intelligence.

 As a strategic technology leading a new round of technological revolution and industrial transformation, artificial intelligence is profoundly changing human production and lifestyle, becoming an important force in reshaping the global competition landscape and promoting economic and social transformation.Currently, China is comprehensively implementing the "AI+" initiative, with technological breakthroughs accelerating in large models, intelligent agents, embodied intelligence, and other fields, leading to the rapid deployment of a series of efficient application scenarios.However, technological development also brings multiple risks such as algorithmic bias, data abuse, and deepfakes.Facing the new situation of rapid evolution of AI technology, in-depth expansion of its applications, and complex intertwined risks, how to strengthen governance and promote the development of AI towards beneficial, safe, and fair directions is an important issue facing the entire society.

 Risk prevention and supervision are the core tasks of governance. Artificial intelligence technology possesses a "black box" attribute, with opaque decision-making logic and difficult traceability of output content, posing unknown security risks. Therefore, it is necessary to explore new regulatory concepts and methods to provide a testable and dynamically inclusive governance environment for technological iteration. This not only allows sufficient room for innovation and trial and error but also maintains the safety bottom line.

 Currently, many regions in China are actively exploring new regulatory approaches such as sandbox regulation, allowing relevant entities to pilot new products, services, models, and technologies within limited scenarios and scales. At the same time, inclusive and prudent regulatory measures are taken to allow for fault tolerance and correction within a controllable range, preventing risk spillover, and have achieved positive results. In the future, relevant institutional arrangements can be accelerated to clarify the rules for access, operation, and exit of sandbox regulation.For instance, adhering to the principle of classification and grading, we implement more prudent and stringent regulatory standards and operational procedures for high-risk areas such as data security and financial security. For areas with relatively mature technology and lower potential spillover risks, conditions are appropriately relaxed. Simultaneously, we continue to optimize regulatory technology tools, allowing regulatory capabilities to improve in tandem with artificial intelligence technology, achieving dynamic supervision throughout the entire lifecycle.

 Improving the legal system is the fundamental guarantee of governance. In recent years, China has continuously promoted institutional construction in key areas such as generative artificial intelligence, algorithm recommendation, and deep synthesis, and has issued a series of regulatory rules including the "Interim Measures for the Administration of Generative Artificial Intelligence Services," the "Regulations on the Administration of Algorithm Recommendation for Internet Information Services," and the "Measures for the Identification of Artificial Intelligence Generated and Synthesized Content," accumulating relatively rich governance experience.However, with artificial intelligence technology currently and in the foreseeable future experiencing explosive development, some regulations are unable to keep pace with technological innovation. It is imperative to deeply grasp the development trends and patterns of artificial intelligence, intensify efforts to improve relevant laws, regulations, policies, application norms, and ethical guidelines, promptly delineate the ethical boundaries and safety thresholds of technological applications, and truly ensure that wherever technology advances, legal construction follows suit.

 Strengthening international cooperation is an inevitable choice for governance. Artificial intelligence (AI) is a universal technology that transcends national boundaries, and its risks are also global in nature. Regulated governance is by no means a matter for one country or region alone. However, due to the high sensitivity of technological competition, different countries still have differences on issues such as cross-border data, content review, and government regulatory authority. It is necessary to promote coordination among all parties in terms of development strategies, governance rules, and technical standards, so as to form a widely recognized global governance framework and standard norms for AI at an early date.

 As a responsible major country, China has actively participated in and led global AI governance in recent years, successively issuing important documents such as the "Global AI Governance Initiative" and the "AI Global Governance Action Plan". In the future, China will continue to promote institutional and practical innovations in AI governance, contributing more Chinese solutions to the international community; strengthen international exchanges and cooperation, and promote the establishment of a more fair and reasonable global governance system.

 AI governance is a systematic integration of various aspects such as technological ethics, regulatory construction, and international cooperation. Only through multi-party co-governance can we build a solid security defense line. By adhering to the principle of emphasizing both development and security, and synchronizing innovation and regulation, we can explore and improve the AI governance system. The development of a new form of intelligent economy will have a more solid institutional guarantee.
