The State Council issues the 15th Five-Year Plan for Urban Renewal
According to a report by the Xinhua News Agency,the State Council recently issued the "15th Five-Year Plan for Urban Renewal", which clarifies the objectives, indicators, key tasks, major projects, and policy measures for urban renewal during the 15th Five-Year Plan period.
The "Plan" emphasizes adhering to the guidance of the president of the people's republic of China Xi Jinping's thought on socialism with Chinese characteristics for a new era, fully and accurately implementing the new development concept, adhering to the general work principle of seeking progress while maintaining stability, adhering to a people-centered approach, adhering to a systematic perspective, adhering to planning leadership, adhering to the coordination of development and safety, adhering to the principle of protection first, ensuring all that should be protected, promoting protection through utilization, adapting to local conditions, providing guidance based on classification, doing our utmost and acting according to our capabilities,establish sustainable institutional mechanisms, policies, and regulations for urban renewal, promote high-quality urban renewal, and lay a solid foundation for building a modern people's city.
The "Plan" proposes that by 2030, significant progress will be made in urban renewal initiatives, the transformation of urban development and construction methods will begin to show results, the foundation for safe development will be more solid, service efficiency will continue to improve, the living environment will be significantly improved, the transition from old to new growth drivers will accelerate, cultural heritage will be effectively protected, the unique style and characteristics will be more prominent, the level of governance will be significantly enhanced, and cities will become spaces for people to enjoy a high-quality life.
The "Plan" aligns with the goal of building a modern people's city that is innovative, livable, beautiful, resilient, civilized, and smart. It outlines six key tasks: cultivating and expanding new drivers of urban development, creating high-quality urban living spaces, promoting green and low-carbon transformation of urban development, enhancing urban safety and resilience, promoting the prosperity and development of urban culture, and improving the level of urban governance capabilities,seven policy measures are proposed, including improving the implementation mechanism of urban renewal, constructing a sustainable urban construction and operation investment and financing system, providing greater support for revitalizing existing land, establishing a safety management system for the entire life cycle of buildings, constructing a multi-participant collaboration mechanism, improving the legal and regulatory standard system, and strengthening the supporting role of scientific and technological talents. At the same time, 14 major projects and actions are clarified, including the construction and renovation of "good houses", the expansion, improvement, and efficiency enhancement of complete community construction, the renovation and upgrading of old street areas and factory areas, and the improvement of municipal infrastructure.
The "Plan" requires adhering to and strengthening the centralized and unified leadership of the CPC Central Committee, and establishing a working pattern where the central government coordinates, provincial governments take overall responsibility, and cities are responsible for implementation. The people's governments of all provinces (autonomous regions, and municipalities directly under the central government) should clarify the goals, tasks, and measures for urban renewal in their respective regions. The people's governments of all cities should earnestly fulfill their responsibilities, refine and implement key tasks, and ensure smooth implementation. The Ministry of Housing and Urban-Rural Development should, in conjunction with relevant departments, strengthen overall guidance and coordination support.
